In Pactoria, wars are meant to be driven by diplomacy and roleplay, ensuring they are meaningful and engaging rather than arbitrary. To uphold this principle, we’ve introduced the Casus Belli system a structured way to determine valid reasons for declaring war.
Casus Belli is a system that ensures every war has a justified reason. Nations must meet specific criteria, or check marks, to make their war declaration valid.
Valid Casus Beli reasons:
Territorial Claims 1. Disputed Lands - A rival nation controls land historically or culturally tied to your nation. 2. Border Violations – Repeated incursions or settlements on your land. (Squatter Claims) 3. Reconquest – A past defeat or treaty resulted in losing land that must be reclaimed. 4. Destruction of Environment - Destroying / Mining out above ground resources (e.g. sand) in your area.
Economic Justification 1. Trade Disputes – Embargoes, tariffs, or blockades harming your economy. (Making embargo agreements with nations to stop trading with your nation / their nation) 2. Piracy & Theft – Another nation is raiding, stealing, or disrupting your shops.
Political or Diplomatic Justifications 1. Breach of Treaties – A rival violated a peace agreement, trade deal, or border treaty. 2. Unstable Leadership – A neighboring government has collapsed or is ruled by an illegitimate leader.
Religious or Ideological Justifications 1. Holy War – A nation follows an opposing religion or ideology seen as a threat. (Must have RP Conflicts and long lasting lore behind the reasoning.) 2. Heresy or Rebellion – A vassal or city has rejected the dominant belief system and must be subdued. (Must have RP Conflicts and long lasting lore behind the reasoning.)
Acts of Aggression 1. Unprovoked Attacks – A rival nation has raided, killed, or imprisoned your citizens. 2. Espionage & Sabotage – Spies were caught infiltrating, stealing secrets, or inciting rebellion.
Strategic or Preventive Justifications 1. Preemptive Strike – A rival is preparing for war, and you must strike first. 2. Balance of Power – A faction is growing too strong, and war is needed to weaken them. (e.g. A coalition is being formed against you)
